Madinah’s property market is entering a significant new phase, with billions of riyals being committed to residential, hospitality and mixed-use developments around the Haram.
The latest announcement is particularly important for international buyers: Knowledge Economic City (KEC) has announced a proposed SAR 2.8 billion residential and commercial development comprising around 2,700 apartments, with the project expected to primarily target non-Saudi Muslim buyers. KEC estimates potential project revenues of more than SAR 4 billion.
This is one of the clearest indications yet that international Muslim buyers are becoming an important part of Madinah’s emerging property market.
What’s happening around the Haram?
The transformation is much larger than one development.
Rua Al Madinah, the major PIF-backed development beside the Prophet’s Mosque, is planned across around 1.35 million square metres and is expected to deliver approximately 47,000 hotel rooms. The project is being built around pedestrian connectivity, hospitality, retail and transport infrastructure, with the aim of significantly increasing Madinah’s capacity for visitors.
At the same time, Knowledge Economic City is developing a wider mixed-use district incorporating residential, hospitality, retail and commercial space.
The result is a rapidly expanding property ecosystem around the Haram. It is not simply more hotels, but new homes, apartments, commercial space and supporting infrastructure designed for a much larger population of visitors and residents.
The opportunity is particularly interesting for properties that combine:
- Close proximity to the Prophet’s Mosque
- Strong pedestrian access
- Established infrastructure
- Reputable developers
- Eligibility for non-Saudi ownership
- Potential demand from both residents and visitors
Why this matters to property investors
The investment case is straightforward:
More visitors
Madinah's visitor numbers are set to grow significantly, driven by ongoing infrastructure and hospitality projects.
Major infrastructure investment
Billions are being invested in new hotels, residential communities, retail and transport networks around the Haram.
Limited availability of property close to the Haram
Prime locations near the Prophet’s Mosque are scarce, increasing long-term value and demand.
New access for eligible Muslim international buyers
Saudi Arabia's updated ownership rules (from Jan 2026) now allow eligible Muslim buyers from outside the Kingdom to purchase property in designated areas.
A market worth watching closely.

More demand.
More development.
More opportunity.
